I guess the French landed at the North Coast. The coat of arms of Gozo shows three hills, but the coat of arms of Zebbug shows an olive tree. Zebbug is near three naturally harbours at the North Coast.

The counterstamp is IF (the letter I) and not 1F (the number 1). Around 1800 the value of a coin was determined mainly by its metal content. So no way a copper coin, of say 5 centimes, could be given the value of 1 Franc. If this were done this surely would result in a large number of counterfeits.

Very doubtful attribution in my opinion!

Yes, you are right. Additionally I forgot the Tari. This was the denomination the French used at Malta stamped on cut silver. Coming to Egypt they used even uniform buttons as small money ...
