Civic copper with 4 leaves

Could be Kabul mint?
Struck over an other coin as usual which doesn't make it easier to get the mint, as usual as well.
Size: 20mm
Weight: 8.04gr

I see three leaves and a shape that may or may not be one (below). Only the upper part of the text side seems affected by the overstrike. I wonder if the indistinct "leaf" and the affected text are right opposite each other on the coin, i.e. if you would put your thumb on the affected text and your index finger on the funny leaf, are you holding the coin naturally?

Yes, confirmed the indistinct "leaf" is just opposite the missing text.

That means the problem is an uneven flan: thinner where the vague parts are. Now I need to figure out how that brought about the "broken" characters you see on bad overstrikes.

It also follows that there are indeed four leaves. I hope someone saw them before. I sure didn't.

Although I must say that I do not recognize much on the reverse of that one.
