I only found one other civic copper coin with a pentagram:
Zeno - Oriental Coins Database - Anonymous, ca.AD1850s-1870s, AE Falus ,
Persic Gallery - List 10 - Civic Copper
Both times it is the same coin but different pictures.
It is from Ghazni.
This one is obviously also struck over an older coin.
Is this one also from that mint?

Dear Maudry,
I can be wrong but I don't think that it could be a coin of Ghazni.
However, I guess that's a falus of the same area...
With reserve, I think that the legend could be read : " فلوس بلدت کابل " (falus of the great city of Kabul)
(baldat "بلد ة" is also written "بلدت ")
