It was pointed out to me that not only does a Bovell appear on this note, but a Bovell is also the signature...That is very interesting...

These are neat.  The government of the Philippines takes regular issue notes, and often overprints them with logos that are of national interest.  This video details all the available overprints that can be found on the 100 piso banknote.
