The compass directions narrow it down a bit - NSOW probably indicates it's from the Germanosphere.

My guess: Marine-Artillerie-Beobachtung / Navy-Artillery-Observation. In WWI balloons were in use to control the accuracy of the artillery impacts.

Sorry for my English, but my military vocabulary is poor - even in German language.

This is a childrens play token probably made in Nürnberg (Germany) and dating from around 1900. There exists an endless variety of these tokens with all kinds of pictures of popular items on each side. Examples are animals, cars, trains, buildings (I have one depicting the Eiffel Tower), omnibusses etc. The pictures on both sides have no relation to each other, they are just randomly chosen. Other varietiss show kings or other well known persons like Bismarck. Still others have a picture on one side and the word Jeton on the other, usually in a wreath.
