Honey token?

This one's puzzling me. Suggestions so far include a deposit token for honey (not sure how that would work) or a school reward token. I suspect that there's more to it.

I am not getting anywhere either. My feeble additions are:
- the denomination says this is not a prize, and
- it would seem to me that UBI APES IBI MEL might have been slightly more logical, since bees are easier to spot than honey.

So...

My best guess is an advertising campaign where you could use this as a discount. It would explain the denomination and putting honey up front. However, why is there no brand name?

My second best guess is a money raiser. Not sure how the denomination would work, but I can think of scenarios. Honey would stand in for the goal of the money raised and the activists would be the bees. However, why put it in latin?
