Ottoman Seal or Coin? 18mm, 5.54g.

I acquired an interesting item.  It measures 18mm and weighs 5.54 g.  The dealer did not know any thing about it.  He thought that it may be an Ottoman seal.  Unfortunately, I do not read Arabic.  I would appreciate any help possible in identifying this item. Pogh_poor
