Unidentified tokens ATS 1964

This are 2 22 mm tokens, one is anuminium, the other copper. On the reverse circles. Who knows anyting about thes tokens?

The style of these reminds me slightly of some Soviet telephone tokens. Such tokens often have xTC on them where the x is a letter that defines what kind of telephone call can be made with the token. The two commonest are МТС (Междугородная телефонная служба, inter-urban telephone service) and ГТС (Городская телефонная служба, town telephone servce). I can't remember seeing an A, or think what it might stand for (автоматическая/automatic is a possibility).

Of course, your tokens use the Latin alphabet, thus restricting their provenance to Latvia, Lithuania or Estonia if I am right about the USSR. On balance, this is probably a red herring, but you never know.
