Someone on Fb suggests this coin is a Madras presidency issue ?

Vic, for sure, the direct rule of the Mughals did not extend beyond Shahjahanabad (Delhi) during the reign of Shah Alam II. So, though the issue is in the name the Mughals, it would be issued by an authority who controlled the revenue collection or administration at the local level.
I treat these issues as 'issued by (name of the local authority) in the name of the Mughal titular head.

There is a famous dialogue attributed to Bahadur Shah Zafar when he was asked by the British Agent who had gone to arrest him asked him why at his old age, he agreed to lead the revolution when he was getting pension from the British and his demands were met by the British? His reply was that he as the King of India and it was his moral duty to lead the 'subjects'. When the Brit officer questioned him of what gave him such an idea, he inquired of the officer - In whose name is the currency of India minted?

So though he had no power over most of India, the reigning Mughal monarch still regarded himself as the King of India.
