The only thing i can say is that there appear to be Arab characters on the side. It looks quite modern, but what is is supposed to be I have no idea !

Looks like a sealing stamp to me. The decoration reminds me of the Arab peninsula (Yemen?). Modern, but traditional style.

Sir it made of elephant tusk and ruby on top I dont know ruby is original or not but tusk is original. Any further idea sir. Thank you all for your valuable comments.

Possibly its just an ornament, presumably one end is flat and it would stand up?  ???

Perhaps another photo of it standing upright alone would reveal something further along with the height and diameter.

What are the greenish marks? did it have green baize on the base at some time?

To me, it appears to either a door or cupboard handle or leg of a small table like thing.
