P.F.A. - Token from Madagascar?

This token is said to be from Madagascar. What could be the meaning of "P.F.A."? My best guess is "Poste Francaise Andavakoera" or something similar  . . .

In French, the post office is "La Poste" today, PTT before. Neither fits P.F.A. The French text means "this token cannot be sold". It is likely to have come as a bonus with another product, as similar texts appear on stuff like picture albums for which the illustrations are sold separately, with the first set being free on purchase of the album.
