1943 counter mark one rupee

Hello everyone,

Recently got a countermark 1943 one rupee with punch in Nagari(Hindi) letter 'PA'.
Can anyone help me identify this countermark, I have seen one coin sold in a reputed auction house with same type of countermark.

P.S. Is this Pratapgarh?

Interesting. My first (intuitive) thought was that this coin would have been in circulation at the time India became independent. The countermark is well done and well identifiable, suggesting a professional. Nevertheless, I would think that independence propaganda on coins would be large, having as an objective to deface the coin.
