A civic copper from Afghanistan?

This one reminds me a little bit of those from Kabul that are pictures in KM.
Unfortunately it has a weak strike and is not well centered.
Size: 21mm
Weight: 9.30gr

I see that there is not a lot of answers... :-\
With some reserve, my guess is that's a falus of Multan struck either by a Durrani ruler or by Sikhs ? (1st picture looks like a Sikh design); the lower picture could give "..(t)an " with a flower in the loop of the "N".
See this previous thread and this detail of a falus of Mahmud Durrani which could have been struck at time when Sikhs ruled the area.
