The denomination is expressed as a weight: 7 mace 2 candareens (5 to 7 o'clock), which is indeed 10 "cents". This is Y 142.1, which is dated 戌 戊 (cyclical date) at 3 and 9 o'clock, the equivalent of 1898.

An unidentified coin is a piece of metal. An identified coin is a piece of history.

The weight as stated on the coin is not 7 mace 2 candareens which would be 7.2 x 3.78 = 27.22 grams, the weight of a dollar. The weight stated on the coin 7.2 candareens which equals .72 x 3.78 = 2.72 grams. Indee 1/10 of the weight of a dollar and hence the value of 10 cents.
