The most likely explanation is that the dies were engraved without the last two digits. These were punched in when the need arose. In theory, it could be a doctored date, but in practice, a fraudster would not have had a need to touch the four.

The catalogue does show a very similar coin with the 9 smaller than the others. ...unsure about the size of the 1 on yours. ???
