Itīs hard to say if you only can see a picture.
What attribute is in her right hand - a baton, a rudder, scales ,  ...?

I think its no scale and no rudder. Its a baton.

Hard to say without further cleaning and more contrast.

From what i can see i guess itīs the Dupondius denomination (indicated by a radiate head), the goddess of luck - Fortuna - on the reverse, holding a rudder on a globe and cornucopia.

Yep, thats what I thaught. Its a Dupondius Septimius Severus with Fortuna revers

Can you try to read the end of the obverse legend (should be ... IMP V, -VI or - VII) so i may fix the date and type in the catalogues.
