San Marino coins for the first time minted outside Italy

Was there ever a reason mentioned why specifically these 2 coins were minted in Austria?
And have any other coins of San Marino since been minted outside of Italy?

I have asked UFN San Marino why they ordered these coins in Austria but I have not received a reply.

For 2019, San Marino has again obtained permission for the production of 2 of its collectors coins at the Austrian Mint. All of its other coins continue to be minted in Italy.
