The design of the coin seems to be different from the design thought to be under consideration earlier

The Gazette states that the face of the coin has the picture of "Bakshi Jagbandhu" riding the horse in the center.

It is silent about hoard of other persons / bystanders surrounding Bakshi Jagbandhu.

Yes, there is a rethinking in GOI since last few months to not issue any low denomination commemorative coins.

Whatever else you may (not) want to say about Mr. Modi, his beard is always in admirable shape. ;) His beard reminds me of Ben Bernanke (who has significantly less hair on top), whose beard also manages to look at any time as if he just came out of a hairdresser's shop. :o
