I have no doubt about your identification. Looking at the coins in Wildwinds, I think the mintmark is SMKB, making this RIC X 81, B.

Eudoxia. AE17. Cyzicus. 398-401 AD. AEL EVDO-XIA AVG, pearl-diademed, draped bust right, wearing necklace and earrings, crowned by hand of God / GLORIA RO-MANORVM, Empress enthroned facing, arms crossed over breast, crowned by hand of God. Cross in upper right field. Mintmark SMKB. RIC X Cyzicus 81; Sear 20889.
