Unusual celtic "drachm"

Got this one unattributed in a Naumann lot of Greek coins. Honestly not sure what to make of it?

AR or BI "drachm", 17mm, 0.97g
Crude laureate head right
"Male" (immature chuckle) figure standing, facing, noodly arms. Gibberish legend like NNMO-

Any ideas?
