The central legend is apparently the value, a quarter plus one eighth, or three eighths.

Yours appears to read the same as Zeno 183177 https://www.zeno.ru/showfull.php?photo=183177 which is dated 825 H

It is written out in words, not digits, so 'five and twenty and eight hundred', and the word at extreme right with the arrow top and hook bottom might be the 'five', but I couldn't swear to it I'm afraid  :-[
