I suppose the neo-classical building is the Austrian parliament, as pictured also on the 1924-1932 schillings. A wildly conservative taste. ;) This design could have been made unchanged 100 years ago.

The odd thing is, Pallas Athene stands in front of the parliament building because it does not represent Austria. ;) The parliament building is from the 1870s/80s, the times of the Austrian-Hungarian monarchy. The originally planned "Austria" allegory would not have represented the other parts of the empire, so the "neutral" Pallas Athene sculpture was picked instead.

Oh well, basically the same elements (parliament building with the Pallas Athene fountain) can also be found on the 50 schilling commem from 1968. A variation is on the 500 schilling piece from 1983 (100 years parliament building), and that Pallas Athene is on the 10 euro coin from 2005 (60 Years Second Republic) again ...
