Spiekeroog token-seeking information

I have this Spiekeroog token and have not been able to find any information on it. It is not listed in Menzel. I know there was a horse-drawn railway in use in the late 1800's. I wonder if this was a fare token. Does anyone know anything about this token or know where I might find some information about it? Thanks.
