In view of the frequency of the use of the word "circulation" in the text you quote, I think it means "mintage" or "put up for sale". Maybe the fluff sellers have understood that "legal tender" has lost its magic, so they are now abusing "circulation". Fake news! :)

Of the 4 penguin coins there will indeed 250 pieces of each be issued into circulation.

As only 950 sets of the 5 non-coloured coins were sold to collectors, these have now significantly increased in value. People are now  taking the colour off the coloured coins issued earlier. Th official set without colour came in a simple pouch that can also be bought from Pobjoy Mint's webshop. It did not come with a certificate of authenticity or anything so it is easy to form such non-coloured sets yourself if you have the coloured coins.

I did order the five-coin pouch due to the rarity.  One of the coins had a few blemishes on, so I wasn't over-impressed.  Much better value was the eight-coin Isle of Man Platinum Wedding 50p set.  Not sure what the official price was but I got it for £40, and the coins were separately sealed.  The Falkland coins may well be more rare though as I'm not sure how many Isle of Man ones were issued.
