I don't think that it could be a safavid coin ( on 1st scan there is the sunni formula and not the shiite); may be a timurid tanka ?
with ..."sultan..." and "...mulkh.." on either sides  of the central cartouche which reading could be decisive !

I thought too to something like "mirza" in the central ornament, but in fact it is "zarb" followed by the mintname : "Ani" (Armenia).
Not easy to read...

I think that it's a tanka of Ani mint struck by the Aq Qoyunlu ruler Ya'qub (883-896 AH) / White Sheep.

Thank you Saro, it is very hard to read "Zerb Ani", which is the main key to identify this coin.

It is an uncommon mint which could be rare :)
