€20 without holographic band

Today a business mate bring me this banknote to know "how can I cost it? The banknotes are not my cup of tea. I can say that the banknote is authentic, it is not UNC and come from the Netherlands...anybody can tell me how can this happen and an aproximate value of the banknote?
