The problem is that if a coin is released in only one part of the country, the possibility of finding it circulating elsewhere is very remote. Are there any indications of its mintage?

The only possibility is if the coin follows the path of the Braille coin from Calcutta. It was rumoured to be in very low mintage (some said 10000 only) and consequently the prices shot to 400, many of the collectors paid good money for it. Later Calcutta mint coins were released all over the place and it was found in circulation and at very low prices from dealers in UNC

The difference is that the Braille issue was a new coin. There was all possibility that the coin would have been issued for circulation. The cross design (Unity in Diversity) series has been discontinued. The last issues seen or reported were 2006 and 2007. The 2007 Rs 5 may have been minted earlier and witheld like the Rs 10 issue. The stocks were quitely released into circulation a few years later, once things quitened down. New minting of this series has not been reported.

Great ideals!! When you look back on your collection you will be able to say, everything in there is at face value. I suspect there are very few collectors who can say that :)

ok before i present a completely false picture... i have bought coins for more than face value... but none of them have been india circulation coins... :)... now that i have confessed to my sins i feel better  ;D
