This looks like the work of Robert Elderton.

An unadopted design, intended for the Cook Islands.

It shows the emblem of the Cook Islands Boy Scout Association: a tangaroa tiki.

This is presumably related to the Cook Islands coins showing Tangaroa, the god of creation.

He/she is both male and female and clutches a pregnant body, while possessing a very large male organ.

I understand why this wasn't issued. Tanga is not the ideal symbol for summer camp.
