I think this is a lead seal for something - can you read any of the words?
always willing to trade modern UK coins for modern coins from elsewhere....

Could be a seal from the bank.. they were established 1857. I cannot seem to find much info or images  from the Google Gods though...

Thanks Peter that is worth exploring

Edit: The seal of The Government of Spain has a very similar crown... so very likely to be a seal from Santander
