Iranian Civic copper with lion facing right on both sides - help needed

This is probably the most strange of the lot.
Same lion from KM#A21 on both sides, obviously from different dies.
Now is this an error coin or is it a token or medallion or something else?
I have absolutely no clue and didn't find anything similar on the net so far.
It has a diameter of 32mm and a weight of 16.48g:

This coin is a mule with 2 "reverses". With very few doubt, from the style of the lion & sun, it is a coin from Isfahan.

For comparison : the reverse of a prestige coin of Isfahan (dated 1117).
(the lion on Shiraz coins is very close but with up tail)
