That's three different mints (Qum, Isfahan and now Qazvin) using the same theme. Travelling die cutter, I suppose.
The lion attacking a gazelle, a deer or other similar animals, is a very popular design on iranian civic coppers; I have counted 8 different mints :
Erivan, Isfahan, Kashan, Qazvin, Qom, Rasht, Teheran and Urumi, without considering the afghan coppers struck under persian rule....
