I think it's an iranian civic copper.
Nothing is really clear...but at bottom we have "zarb" it seems? and the only letter of the mint is a " ح " or a "ج " at 11 o'clock,  which could fit with "Sanandaj", a city of N-W Iran, not far from Irak.
I don't know other mintname ending by this letter... a scarce mint indeed.
On reverse : 2 birds back to back ?

Not sure it is a final letter. It looks like there is one behind and at least one in front.

Peter, of course I am not certain... but initial and median letters are of different shapes, it could be only an isolated or a final one.
Please, have a look to this joined picture which shows the full mint name :" سنندج  " and compare the dot symbol inside the loop of the letter.

On another hand, it exist an Hamadan coin with 2 birds back to back; nevertheless this coin is not of this mint, Sanandaj isn't very far from  Hamadan and may have copied the design ?

This could well be two birds - the other alternative is to turn it around then it could be two feet....

The character is definitely "ج"
Another which I didn't find anything close to on Zeno.

I don't see the dot, but I believe you. I do see the upper part of the letter(s) to the right, which convinces me you are right as usual.
