Uncle Google gave me no good clues on this token, until I realised the CIA stood for companhia, so the CLC-shaped central holes should be read as Companhia Linha Circular. That company, known formally as Companhia Linha Circular de Carris da Bahia was based in Salvador (Bahia) in Brazil. This in turn allowed me to find the operation, the Gonçalves funicular, connecting the high city with the low city. It has been in operation since 1874, but the city took over CLC in 1955. My guess is that the token dates from the period 1931-1955. The legend translates as valid for one trip in the funicular of the circular line company. Both sides are the same; 6.4 grams, 25.0 mm.

An unidentified coin is a piece of metal. An identified coin is a piece of history.
