Thank you for your request for access to documents of the Council of the European Union.

I regret to inform you that access to document 6341/16 cannot be given for the reasons set out below.

Document 6341/16 is a cover note containing a letter from the Spanish Mint Director to the Secretary-General of the Council on the submission for approval of the new design of the Spanish 2 euro coin to be issued in 2017.

The draft design submitted by the Spanish authorities has been adopted by the Council on 26 February 2016. However, the necessary internal procedures in Spain are still on-going. The relevant legal act (“Orden Ministerial”) regarding the new design of the 2 euro commemorative coin has not yet been adopted.

Release of this document, at this stage, would be premature and impact the decision-making process of the relevant Member State.

Next Tuesday is the next meeting of the Working Party on Information, they will then decide whether I get access to this document. All communications: http://data.consilium.europa.eu/doc/document/ST-8164-2016-INIT/en/pdf

Thanks for being persevering in this regard. ;)  Have been to San Miguel de Lillo and Santa María del Naranco, and I wish both could somehow make it to the coin design. Then again there is also Santa Cristina de Lena (further south, not "done that" yet) which is also part of the site, and three churches could be too much for the small pill ...

Yesterday the COREPER discussed a confirmatory application that I made against a decision of the Council of the European Union in which my request for access to this document was denied. Earlier today a member of a Dutch forum was able to publish the design. I am very disappointed about what has happened behind the scenes. When they found out that there was no longer any other way to deny me access to this design, it is suddenly being released. Conflicts of interest and nepotism, welcome in the EU.

The depicted church is Santa María del Naranco by the way.
