Carlo II was the founder of Monte Carlo, a city. Monaco is a "country". At the time this happened, there was another town in Monaco: Menton. It is now in France, as it had problems with the Monegask tax on lemons (I am not making this up).

Ridiculous. The coin was announced some 12 hours ago and pre-sales of it have already begun on eBay. I think the whole numismatic program of Monaco is run by dealers these days...

The Numismatic Department of Monaco is only going to sell this new coin via its website (which is not yet operational).

My bet is that the web site will never be opened or...maybe, the coin will be issued with the price "sold out"  ;)

The server will collapse, hardly anybody will be able to order. But the MTM can then say, see, we tried it this way, but it did not work, so back to the former way of distributing our coins. >:D Oh well, such issue volumes (last year's commemorative 2 coin had a mintage of 10,000 only) do not have anything to with the concept of circulating commems anyway.

The website is still not operational. If this is not a scam, then what is? >:(

It's not bogus, you just tried too early. ;) See the screenshot from http://www.oetp-monaco.com - so about three more hours.

As expected it is almost impossible to reach the website. People from outside Europe are not allowed to buy the coin. Price of issuance is 110 euros per coin. On top of that there is an additional 35 euros in charges. There is a limit of 1 coin per person, MTM cancels orders from people who order more than 1 coin.

Unfortunately I won't be able to buy one as I don't have a credit card  :( Anyway..

Does that mean you were able to get one? Good for you! Well, I currently have two credit cards, but I used and will use precisely none of them to buy coins from the MTM. :) Those mini-mintages pervert the idea of circulating commems ...
