Is there any record who designed the reverse of the 1978 Silver Jubilee 1 Crown Silver for both St Helena and Tristan da Cunha?

Not to my knowledge. These were Pobjoy Mint products, and after a certain date Pobjoy did not usually like to reveal who designed its coins.

I have ask Pobjoy Mint and got the following reply: 'We have looked into this for you and unfortunately we can only find a leaflet on these coins but it does not state who the designer is so it is very difficult for us to verify I am afraid. Unfortunately I can not find files dating back to relative time to shed any more information on this matter.'

Since around a year there is also a coin collector on Tristan Da Cunha. Over the course of that year he found quite a wide variety of coins in his change that are officially not legal tender on the island:

16 coins of Saint Helena and Ascension
2 coins of the Falkland Islands
1 coin of Jersey
1 coin of the Isle of Man
