I think I've found the title  - Comment on fonde une colonie. Colonisateurs et civilisateurs en Afrique by Armand Corre.

Comment on fonde une colonie. Civilisateurs et colonisateurs en Afrique (Société Nouvelle), 1893, 1894, par le docteur Armand Corre. Not known to Google books, the author has a lemma in the French version of Wikipédia. Forget about your local library. You'd be lucky to find it in the Bibliothèque Nationale.

Perhaps it's 1886. - CORRE, Dr. Pierre.  Corpus de jetons armoriés de personnages français.  Paris, La Perrière-Matin-Calme, 1980 ?
