I have one similar but the mint 'Bihbihan' is visible on mine, see here

We have similar scales and "'adl"as on Vic's Bihbihan coin but it seems to me that over "falus" (at top) we can read "Hamad.." for Hamadan?  did you confirm?

The numerous ornamental dots don't facilitate the reading....only "falu.." is clear, over it could be the "s" and not a part of mintname  ???
"Twin pan scales" iranian coins copied on EIC coppers are not common, the best examplar I have seen is the one of Vic from Bihbihan ( :perfect: ), I know that other exist, at least from Isfahan (KM21), Shiraz mint and Kirmanshahan (unfortunately no pictures for these 2 last).

Found this civic copper of Yazd very similar of yours, with the same rosette in center of scales...(3,6g)
