From the picture it looks like there are marks in the reverse field that seem to correspond to the wings of the eagle on the obverse. I've no idea whether:

a. this is an artefact of the photograph
b. these are wear/damage marks that coincidentally look like something more interesting
c. the coin is overstruck on something else, possibly an earlier 10 Pf.
d. it is a minting error and the obverse of the previous coin in the die has become imprinted on the reverse of this one.

Well spotted. Looks like a die clash: the press was operated while there was no flan in place, the dies clashed and left marks on the immobile die. Since it is a wartime issue, they may not have changed the die even if the damage was noted.
