Looks to me like Tye #350.1, so yes, Qarlughid.

Islamic, Qarlughids, Nasir al-Din Muhammad. Æ Jital, (AH 647-658 /1249-1259 AD)
Obverse: al-Malik al-Muazzam,” الملك المعظم  “, meaning the Great King.
Reverse: Muhammad bin Hassan Qarlug,”  محمد بن حسن قارلوغ “.

On the G&G#SS15 type the text clearly is "Muhammad bin Hassan Qarlugh". On this one (SS16) the "Qarlugh" word ususally is not present.

Thank you Anthony, I was expecting your objection. The inscription below the word " Hassan حسن " could be the mint place which I could not read.

On this specimen i would also be tempted to interpret the bottom element as a possible textpart. Comparing with other specimen, i think it is usually just a decorative spacefilling element. But this may offcourse originallly have been a degenerated textword.
