1. These are not coins.
2. The so-called Central Republican Bank of the so-called Donetsk People's Republic produces these souvenirs.
3. The so-called DPR is an unrecognized and self-proclaimed terrorist quasi-state entity established by field commanders and pro-Russian political leaders of separatists in the territory of certain regions of the Donetsk region of Ukraine occupied by the Russian Federation.

Interesting. What is the currency used today in that region? Russian roubles? Or do these actually circulate?

Since September 3, 2015, the Russian ruble has become the single official currency of the so-called "DPR".

The style reminds me at the private fantasy issues for Spitsbergen - Arktikugol of 1998. Those tokens or medals or whatever you want to call them were struck at the Moscow Mint.

At which mint were these Donbass issues produced?

I can assume that these souvenirs were minted in Lugansk at the cartridge factory.
The first coins of independent Ukraine were minted in Lugansk and in Western Europe.

These souvenirs will die after de-occupation.
