Montélimar is an obligatory stop for us when driving South, because it is the centre of France's nougat production. Not sure what you mean by this going on. The city, like most of its counterparts, distributes subsidised school meals and hot meals for the elderly, but the days of very high unemployment, poverty and hunger are over in France. Now, you can expect TV reports of how you can get full meals out of the contents of poubelles.
