Thanks to World Coin News blog and our member Pabitra Saha for this news.

Kosovo, 5 ilire, 2013.  FANTASY.
 
This is a proposed (but not accepted) design for a commemorative coin on the 5th Anniversary of Independence. It has been made by one private European mint and only 25 pieces exist. It is not official and not legal tender. This proof issue has a diameter of 40 mm and its composition is silver plated zinc.

That means that this piece is a FANTASY, produced by a private mint.

Well, as for all of your "Who issued the coins" questions, it is very difficult to find more information about these pieces (they are not coins!). Dealers either don't have more information or are not willing to provide it. I have however found out that many of these dealers buy their fantasies from a certain dealer at the annual Italian coin fair Veronafil. As for this topic I contacted the only dealer who has ever sold this Kosovo piece and he was not willing to provide more information.
