Hmm, both Ireland and Malta use English on their coins from time to time. ;)  And yes, the German slogan is correct, although in general I would use "... freedom of expression in Europe". In that case, the German version would be "Es lebe die Meinungsfreiheit in Europa".

Oh, and Malta has used English on its 2 euro coins, not Maltese. The Irish have used Irish.

Look at the position of the I and O keys on most keyboards. Easy to get the wrong one; has happened to me too. ;)  Malta does use English for its "Constitutional History" series of €2 coins. For collector coins it is often Maltese, so who knows ...
