You should also think of your not so rich brethren whose budget for proof sets has already shot above their resources.
And keep in mind that even half of original list of 11 is not covered.

Its been a crazy few years now ... so no use of making budgets ... its time to start specializing so that one can make excuse for not buying a particular set

Dheer, will you agree with me that issue of commemoratives has now reached a stage where the meetings appear to be getting held randomly and coins being issued without any planning of any sort. Old topics are unearthed and coins issued. There appears to be little linkage with date or year to commemorate. There appears to be no restriction which is followed. Actual issue is not in the same sequence as date of release. All four mints do not follow the issue. The commemorative coins are being hoarded and are not seen much in circulation. Since the limited capacity of mints gets diverted for production of commemorative coins, the general circulation coins' production gets reduced and hence shortage of coins is exacerbated.

In short, chaos prevails.
