I like the way in which they have designed the  outer ring on obverse.Haven't seen this kind of design on any of the commemoratives..

Agreed, I don't think it has been used on any €2 commem before. If you include circulation coins, however, you can find those concentric circles on the mid-range (10, 20, 50 cent) coins from Malta: http://ec.europa.eu/economy_finance/images/image8775.gif
