Looks interesting but strange to me. Maybe the design was to commemorate not only his 50th birthday but, like the realized design, also the Prince's Trust? But still ... ;)

Indeed a very strange but interesting design. Unfortunately there was no further information about it in the Royal Mint Archives. :(
