Yes Peter! a carpet beater indeed but may be for a turkish carpet ? ;D
This design is found on some ottoman's coins (often on provincial copper issues :Egypt, Tripoli ..)
I think that we have at top : "sultan Mur(ad)" ? (Murad I, II, II ??)
according to the weight, that could be a 4 akce?

All needs to be confirm, of course...

Here's another option. It's not this coin, but it may inform your searches. The coin is described as "Golden horde, Janybek Khan Silver Dang Dirham Saray mint 748 AH". No Murad in sight...

I agree with you, Peter, the Golden Horde could be the good place to look for this coin (half dirhem?), very similar ornaments exist on coins,  and why not Murad Khan ?... ;)

I come back to my first view....with a little work on the shadow legend, I'am quite certain that it's a coin of the Ottoman sultan Murad III.
From this sketch, dear Andyg, with the coin in hands did you confirm my reading? "Sultan Murad bin Shah Selim..."
On the other face, only the word " Allah" is legible at bottom (with rotation 120° to right)

Yet another great and very helpful reconstruction, saro. According to the weight, it should be a dó šáhí. The mint is something else again. I didn't find the carpet beater at all on zeno. The attached coin (Zeno #54684), from Aleppo, is the closest I got.

No more success from me to find this design on silver coins, but for coppers we have Valentine n°92 p. 28 (Selim II)  and n°47 & 48 p.53 (Mahmud II / Tripoli) /from "Copper coins of Muhammadan states"
