This appears to be a cast taken from a Parthian billon tetradrachm.

Sir ur correct this one is a tetradrachim of Pratihan but original one cleaned badly. I search net and found some images with same face of the king but without flower style earring.

I'm sorry but I think it is definitely a cast, from a coin attributed by Sellwood to Vologases V, Sellwood type 87 see http://www.forumancientcoins.com/gallery/displayimage.php?album=3629&pos=14.

There are too many pits and flaws on your coin for it to be a struck coin, even if badly cleaned.
