Please help identify silver coin. Any suggestions on how to clean silver coins like this?

Page is not fully translated and confusing, IMO. The black spots are not serious and if you try to clean it, the damage may be serious. If you insist on cleaning, try boiling in ammonia thinned with water. Do this in the open air or in a well ventilated place and don't inhale the fumes!
